Why do most Irresponsible dog owners not care about their neighbors?

I have 2 neighbors....One is training his Pit Bull to be AGGRESSIVE & that is like having a loaded gun as a pet & I don't think there is ANYTHING I can do about it.....
The other one is a young Beagle, tied to a tree, barely fed or watered (except by me) & gets BEATEN (I can see & hear it) at night but barks all day!!!!
I'm doing my best to help the Beagle but the Pit....I don't know what I can do, The owner denies he is doing anything wrong - The pit barks ALL DAY too!!!
Why don't they care??? Any tips???
I've been calling & they don't care!!! I'm doing my best but If that Pit becomes dangerous..........


First off check with your local city regarding pet regulations. Some cities require Pit Bulls to be in an enclosure or on a certain gauge chain. Also look for signs of the dog fighting. Maybe your neighbour is using the poor thing as a fighter.

As for the Beagle....hmmmmm I am sure someone would love to have a sweet Beagle? Someone in another town? I mean if it is only on a rope or cord, they DO break if you get my drift....:) You know the oddest thing, most humane societies in other counties take dogs when they have been "found on the side of the road".....:) Sometimes we have to follow our heart and conscience and just do the right thing by the animal.

It is hell living next door to bad neighbours. Darned if you do and darned if you don't situation. I would report them to the local humane officers...and KEEP reporting them until they do something. If the neighbours harass you, report them too. Enough times and they will get a free stay at the local grey bar hotel.

Why people don't care is still a mystery even to most shrinks. Simple answer is, they don't place an emotional value on animals. They have NO heart vested in the care and love of them. They are probably failed bullies so they bully dogs because they are defenceless.
