i need a carrier for my dog?

i asked this question before and ppl gave me smart ass answers i have an 8lb pooodle mix, when i take her on a bus or train i hate having to have her caged up in a crate or kennel but in the state of NJ I AM NOT ALOUD TO HAVE HER ON A LEASH OR ON MY LAP SHE HAS TO BE IN A CONFINED SPACE(I READ IT ON THE NJTRANSIT WEBSITE) So no i cannot leash. is there a way that i am able to take her with me thats comfortable for her
bun and rayven odviously you dont comprehend the ? i wrote i DO NOT want to put her in a crate or kennel........
thank you i like taking her to the park in the city i would let her out as soon as i get there its just riding on transportation that she has to be in something

i also have a tote bag for dogs i bought from the avon catalogue ... it looks like a regular bag except the ends and top are mesh ... people rarely even notice i have a dog when i use this one ...

i find my dog is comfortable in either ... the tote bag is smaller but i find the dog is just as comfy in it than the larger backpack one ...

Can your dog do this??!!
