How to keep my dog out of the cat litter!?

I recently adopted a lab (1.5 yr male) that won't stay out of the cat's litter (and yea, eating her poop). Does anyone have any clever ideas for keeping him out of it?

I already have a covered litter box with a swinging door- it doesn't work, he knocks the lid right off (though its clamped on).

I can't make a cat-door for her because I rent. I also don't have anywhere to put it (other than the kitchen counter- gross!) that is too high for him to reach.

Is there a way to train him to leave it? I've tried correction when I catch him- he just waits until I'm not at home. We're doing obedience for the basics right now, but I'm not sure how I would go about training this.

Also, he's well exercised and well fed. He just really likes the cat litter.

Put the litter box in a bathroom, a laundry room, a closet, spare bedroom, etc. Install a 4" or 6" hook and eye latch on the door to hold it open just wide enough for the cat to slip in and out, but not wide enough for the dog to get in.
