Appropriate age to use an electronic collar?

I am looking for an appropriate age to use and electronic collar on a dog, specifically a Dalmation. It is going to be used only for last resort training/correction. No PETA answeres, only FACT based information please. No PETA statement is ever based on facts, so please, only those who actually know what they are talking about. Most specific use is to prevent the dog from running out of the back yard and getting ran over. Better to be shocked than flattened!
Common sense would suggest that maybe I am not in a position to put up fences. Dogs get off of tie outs. Electric fences will not stop a beagle or dalmation. They are too wired to hunt. Another prime example is last night, the beagle got ahold of the cat for no good reason. I can smack her with whatever is close or use a shock collar to correct the problem immediately. So far, the pup is ok with other animals, but I would prefere to be able to stop something like that immediately.

Whats a PETA answer? They don't exist here.

Electric Dog Collars Put Your Pets On Their Best Behavior

The use of electric dog collars has been an effective tool for training dogs for years. It's a proven fact that dogs learn from both negative and positive stimulus. Slapping, hitting, yelling at your dog aren't the best ways to teach them proper behavior though: By introducing electric dog collars into your dogs behavior training, the dog won't be able to attach the negative (minor electric shock) to you specifically.

Many dogs do have excellent memories, particularly where physical or emotional abuse are involved and it isn't unreasonable to assume that hitting or slapping them will make your dog feel resentment toward you and further rebel. Electric shock therapy will get your dog's behavior in check quickly, while they will often be none the wiser that you're somehow involved.

The success of the "Electric Fence" product is well-known for it's ability to teach dogs their property boundaries, to keep them safe. The electrical pulse put out by electric dog collars isn't enough to cause harm to a dog, but causes them enough discomfort that they stop and wonder what's going on. They learn by negative reinforcement that crossing the line doesn't feel as good as standing behind it.

This same time of training can be transferred to a handy remote control that you hold on to. Young puppies may not realize how scary it is for you, or your children when they bare their teeth or growl: The use of a remote-controlled electric shock can quickly cure them of this and many other problems.

Both cheaper models and more expensive ones have equal effectiveness. Pricing differences will depend on the name-brand, battery life and the range of the collar and trigger (either remote or boundary trigger). Over a short period of time your dog will become so conditioned to the effects of the collar they will rarely get shocked.
