Why are animal shelters such a racket?

They tug at your heart strings for these poor dogs that will be killed then jack on fee on top of the other for you to take him away.

I was really disappointed when I went to place around me looking for a friend for my dog. The dog adoption fee was 250, which is high year but I understand it, after Vaccinations, mandatory dog kit, and a Mandatory obedience class it came out to well over 400 dollars. First off why wasn't the dog trained in obedience before someone adopts?

I can buy a puppy from my neighbor for 50 bucks! I try to be helpful and I get bled?

The adoption price for a dog from a shelter, which comes vetted, spayed or neutered, usually micro-chipped, and all that sort of thing, is much less than you would spend on a 'free' dog that did not have that all done once all the necessary things have been done. It is also much less than their average price to get a dog ready for adoption. They charge a fee so that, together with donations they receive, they can continue to take dogs in, vet them, and find them new homes. My local shelter charges less than 1/3 of their average price of care per dog as an adoption fee, with the rest of their costs being covered by donations, I would imagine most other shelters have a similar ratio.

Shelters do not obedience train dogs because they do not have the time or resources to do so. They may work on modifying undesirable behaviors to make the dog more adoptable, but their priority is finding the dog a home and fulfilling its basic needs, not obedience training it. Besides, obedience training is mostly for the owner, and not the dog, anyway. You can get a fully trained dog, but if you don't know how to reinforce that training and teach the dog new skills, that will likely quickly go out the window. Shelters don't make a profit and they aren't a 'racket'.

In addition, most shelters do not require an obedience class, but I can understand why they do- our shelter locally has a 60% return rate on dogs because people don't know how to train them and don't want to invest the time and $ to correct behavioral issues. It's a great idea to require adopted dogs to go through an obedience training program, and it likely greatly reduces the shelter's return rate.
