How do you register you're dog as a service dog in training or a service dog?

I'm training my dog and would like to do public training with him. For a service animal that is, would I have to procure a licensee.

If you're in the US, the simple answer is, you don't. There is no nationally recognized certification or registration for service dogs. Some states offer a special license for a service dog, but it is not required for access that is protected under federal law.

In order to have a service dog, you must meet the legal definition of "disabled" and the dog must meet the legal definition of "service animal". It typically takes between 18 and 24 months to fully train a service dog.

I recommend you speak with your doctor to make sure you are actually disabled and speak with a trainer who can properly evaluate your dog for the proper temperament to be a service animal. Service work is incredibly stressful and very demanding. The majority of dogs not specifically chosen for the job do not make it.
